The maximum number of requests is not limited in WebAsyst Help Desk unless you are using it within a free account in WebAsyst online services.
As a user of a free account, you can only store a maximum of 50 requests which include only open requests (with statuses "New", "Discussion", and "Reopened") and closed requests (which have been answered or closed without a reply). Requests which have been deleted and those awaiting confirmation are not taken into account.
When you have more than 50 requests in your Help Desk account, a nagging message will appear over the request list and remind you to upgrade your account to a paid pricing plan. To avoid re-appearance of that message, you may either accept the offer to switch to a paid plan or delete several requests from folders "All open" or "Archive (closed requests)" so that their total number does not exceed 50.
